it’s not just vets who have the thingummies that read the chips … there are several folk around here who volunteer/work with cat welfare charities who have the equipment and will scan a found cat (alive, dead or injured) to identify the owner.

No amount of harping on about it will change the situation - even legislation will not solve the problem without strict and ongoing enforcement which is unlikely to happen in the near ( or even distant ) future.. Some people have nous, others don't.
