It might have gall mite. I chopped mine down to the ankles , disposed of the clippings and they recovered. Get my diagnosis confirmed before you do anything drastic!
Agree looks like gall mite. I had it last year (well my fuchsias did) - one was chopped right down and looks ok this year and the other was only partially pruned and it came back a bit on that one. I don’t know if that’s the official diagnosis, or advice if it is, but just sharing my experience.
