Slowly dying rose bush

Hi

I have a rose tree/bush that is dying stem by stem. We've cut off two dying stems and the others looked fine, then another one turn brown. Any ideas as to cause and remedy?

    Can you add a few photos to illustrate the issue? Wonder if it's a bacterial cause or of course if any stray herbicide has come its way.
