Weeping willow not happy

This miniature weeping willow is 4 years old and not happy. It was planted in an old wishing well with a 2 foot deep sump, which drains out when full. It's never looked like this before. It gets watered and fed through the summer and dry spells. I'm wondering if it's root bound. Any advice greatly appreciated.

    Looks like a Kilmarnock willow which is basically a specific form of willow grafted onto a rootstock.   

    Even without a restricted root run they are notorious for requiring huge amounts of water and for having a short lifespan.

    Try giving it 15 litres of water a day for a week then every other day for a couple of weeks.  If it does recover, make sure you keep it well-watered.

    This might be caused by lack of water, but in wet weather willows are susceptible to various fungal diseases which kill some of their branches and leaves, so this may be part of the problem - it's hard to see details in your photo.  This article
