What’s on our Satsuma Orange Tree?

Please can I get help identifying what this is on our satsuma orange tree and what, if anything, we should do about it?

    An old toothbrush would remove them too, and a bit less yucky!
    Try an do it asap before the nymphs emerge and start to multiply.

    Thank you for the info and advice. The job is now done. Several years ago my father in law gave me one of those presents where you smile and say thanks whilst thinking why and when we will I ever use those? Well today that DIY Detail Brush set finally came in handy!
