That's fine, unless they have cameras, or someone else sees you. Best to report it to the local council, telling them you've seen rats there, and leave it to the council to assess it for themselves.
If he has bothered to hire a skip, is paying for the hire, it is on his land and is not blocking the pavement or your access to your property and food is not being put in it, there is not much you can do about it except be grateful he is using a skip. A lot of people would just dump the rubbish in the front garden. If pieces of wood are falling onto the pavement just drop them onto his garden area. my neighbour usually has a skip parked permanently on his land near my cottage. It seems to be collected and an empty one left on a regular basis, apart from being unsightly it does not interfere with me so I just have to accept it.
The original post says 'there is no skip' but reading it again maybe it should read 'there is now a skip'.
I agree with Joyce - going to the effort of getting a skip delivered is better than piling it up. The fact that he's actually doing something with his garden is surely also a positive.
Can you or another neighbour have a very friendly word just to find what he's doing - no mention of the rubbish. The conversation might lead to finding out how long it will take.
