Can I trim my 15ft robina lace lady. If so, when and how hard?

It's going to look awful if you 'trim' it or cut it back. Why are you wanting to do that? If it is casting too much shade, it would be better to thin out the crown. Remove some of the smaller branches entirely, to open up the head of the tree and let light and air through. Proceed carefully, standing back to check you aren't spoiling the look of the tree. Now is a good time to carry this out.
