Looks like Pyrus salicifolia, the weeping silver pear, grown for foliage not fruit

Pyrus salicifolia pendula....common name willow leaf pear.
A fine specimen.
The tree is often seen pruned to keep a neat shape.
It has tiny hard pears.
Perthshire. SCOTLAND .
