Raised border as boundary

Hello. I need to replace the boundary fence (including posts) between my and my neighbour’s garden. I’m thinking of doing away with the fence and building a raised border out of timber sleepers along the boundary line, and then attaching a fence on top of the sleepers, flush with the boundary line. Is this something that anyone has done? I’ve looked online and seen lots of posts about building raised beds against a fence, but can’t find anything where the raised bed forms the base of the fence.

Hi and welcome to the forum.
The lack of information online may be to do with the slight impracticality of having something eternally damp as the base of a fence. It would probably be better to replace the fence and then build a raised bed slightly away from it so that the fence boards don't suffer from damp and also giving you access to the fence to paint it occasionally. Once the plants have grown up the gap will be invisible.

The word 'fence' produces all sorts of imagery.  Our local supermarket has used rather smart plastic panels that could be mounted on a RB.  Other products use concrete boards that are equally rot proof.  Perhaps one or other of these could be used for both RB and fence unless cost might be an issue.
