Rose cuttings - how to grow on

Hi everyone 
I took some rose cuttings from my late mothers garden before her house sold and most of them have taken. I potted them on into individual pots and have pruned them and removed any flowers that have developed to encourage a stronger plant. Most of them are looking good but one (at the front) is still small and quite weak. Should I continue what I am doing?

I would love some more advice on growing on cuttings

    Once the roots fill the pot I would get them in the ground where you intend them to stay.  Prepare the planting holes well, at least twice the size of the pot and incorporate some organic matter and  some bonemeal to encourage strong roots.
