It's definitely garden-related, the 'bowl' is a good 9" or more, very rounded.

    Don’t know more, but maybe used to scoop compost out. It will hold more than a shovel.

    Like useless gadgets today, not every ancient tool had a useful purpose. That's why we don't see the like anymore.
