I need some help identify these bugs

I have found these bugs on a tree and there are wasps, I think, buzzing around them but not eating them. What are they? Please help.

    Thats a heavy infestation of scale insects

    They such the sap from plants and exude a sweet liquid that the wasps will be eating at this time of year.

    I wondered if they were blackfly. I tried enlarging the photo but it's not clear enough. Ants milk blackfly for their honeydew.

    Looks like blackfly,  try gently rubbing them off.  Can you get a decent photo of them?

    Looks like they do have legs but blowing up the photo it just goes blurred.

    I'll stick with my earlier answer of blackfly. Spray them off with soapy water. If you can bear it then put on a pair of gloves and wipe them off.

    Turn a strong jet of water from the hosepipe in them.
