Help - Bay Tree suffering but unsure why?

I am baffled at what is happening to one of my bay trees.. can anyone offer advice?

Have two at front of house.  Identical pots - both looked sad after our harsh winter.  Topped up soil, drainage is good.  Fed both, regularly (tomato and Miracle Gro Performance) l, applied bugclear weevil solution and removed the dried leaves etc.  One of the trees is flourishing whilst the other isn’t?🤷🏻‍♀️.

What is happening to it? I get new leaves but they seem to shrivel up and die?

    Welcome to the forum.
    It appears your photos have not made it so perhaps you could try attaching them again. Click on the icon that looks like a mountain in a frame.

    If the pics don’t upload try reducing the size. That usually works.
