The 2008 street view has your shrub in the background, behind a cotoneaster which has been dug out by 2012, by the look of things. It's either incredibly slow growing, or has been very regularly pruned, as @Paul B3 suggests. There are a few very dwarf junipers described as "Japanese" on the internet - not sure if they are Japanese bred, or produced elsewhere for Japanese gardens, where conifers are often very tightly pruned. Yours might be one of those, perhaps.
Since 2019 I've lived in east Clare, in the west of Ireland.
Try digging it out and move it or plant it in a big pot if you’ve got one .That way it’ll be out of the way of the rose bush and anything else in its current path .
Thank you for the advice everyone, I will have a think. Was maybe thinking to put in some box hedging to the front of the garden as a perimeter which would mean anything along this border will likely be removed or moved anyway.
