Espalier Pear Tree - only fruiting on top horizontal branch

A pear tree only has fruit on the top branches. Lower down it looks as though the growth from the horizontals has been repeatedly pruned without producing fruiting spurs. Please see two photos.

Is there any way to prune the tree to encourage the production of fruiting spurs on the lower branches.
