Wisteria has growth from main stem, what do I do?

I bought this Wisteria in 2020, it was a 6 year old when I got it. 
I hasn't flowered yet but I don't expect flowers yet. 
Recently one of the branches got damaged in the wind and snapped off. I've added a photo. 
Since then, I now have this new growth from the main stem, at the bottom but not under the ground or near the roots. 
What do I need to do with it please?
Some say to leave it and others say to cut it off....

    If you want to keep the current form with stems higher up the trunk then simply remove the new low stems.

    We have 2 mature wisterias with thick trunks then stems trained horizontally higher up.  We alway get new shoots forming on the trunks and simply remove them before they get too big.
