Both in my experience, but you don't want masses of soil around them too soon, so that the roots aren't at risk of rotting. Less of a problem at this time of year, but it's autumn and winter that they're more at risk, especially as there's nothing to stop the rain getting through the canopy. I just keep potting them on until they're suitable for planting out, if I intend doing that, but I like them in pots too, so that I can move them around.
