It may be a day lily, I'm not sure. They aren't poisonous. Pets rarely eat poisonous plants anyway. They know better than we do.
Daylilies are toxic to cats, but not dogs. Unfortunately, I have one cat who will eat anything she can put in her mouth, so I've had to do a lot of research for my last two yards to ensure any plants I use are safe. She's the exception to the rule.
