Bay tree guests

Have noticed so many leaves with guests on our bay tree - took couple off to share picture. Any idea what they are?

    Bay leaf suckers. Snip off affected leaves and a strong spray with a hose If you get the white fluffy sticky stuff 
    In London. Keen but lazy.
