Tomato plant, Is it a write off?

This tomato plant has looked unhealthy for some time now, gradually looking worse. Not sure if blight or not? There's no sign of flowers on it though.

    Yes.
    A good hoeing is worth two waterings.

    Definitely. Burn it if you can in an incinerator, or dispose of in council waste. Do not home compost.
