Lavender Cuttings

I would like to take cuttings from this lavender plant. My online research tells me to take heel cuttings from non flowering shoots, but the only heels are at the very base of the plant, very woody, and would result in large pieces of the plant being removed and binned.  I can’t seem to find any non flowering shoots, although all the flowering shoots have small side growths about an inch long, but too small I think for cuttings. Would these continue to develop until large enough to remove later in the year, or am I missing something? Any advice much appreciated.
