I suspect relatively few ordinary gardeners have grown roses from seed. This is because it is a slow process and also because it is hard to impossible to guarantee that seed will match the parent plant, without stringent measures to ensure that no insect fertilisation occurs.
The large rose breeders do this, as they create new varieties by selective breeding, but for most people cuttings are a quicker way to produce new plants. You could try contacting companies such as Harkness, Trevor White or David Austin etc to see if they can help.
Or you could easily collect rosehips from wild roses or from your own garden roses and see what happens with the seed. You might be lucky, but you will more likely get nothing special.

What sort of roses are you going to be growing?
