What or who is causing this damage?

This is occurring on all new foliage. The weather hasn't been particularly hot or dry recently. Does anyone have any ideas as to what's causing this please?

    Could be Bay Sucker

Mine has just a few leaves like it, so I picked them off

Definitely bay sucker. Pick off the affected leaves and keep your eyes peeled for any new ones. I go over my bay tree regularly and get rid of the wretched things as soon as they make an appearance.

If you get the white sticky stuff, squirt it off with a strong jet of water.
    In London. Keen but lazy.
