White fungus under soil

In my normally, dry clay  front garden, I sometimes notice what I assume to be a white fungus just under the soil, but never at the surface. It looks like very diluted whitewash has been poured on the soil.
There was a load of it around the roots of a sage that died. Chicken or egg? The sage was pretty old and needed replacing anyway.
Does anyone know what the 'fungus ' is -and is it doing any damage? 
In London. Keen but lazy.

    I'd say the sage age was chicken, the mycelia the eggs, and new plants new chickens...
