Has it got too dry? Have you pruned it? Fed it?

    Does it get enough sunshine?

Just boosting this up. Someone should know why.

Are you sure it's getting enough water? Those two walls will be sucking moisture out of the soil and also might be sheltering your plant from the rain

How's the soil? It's hard to tell from a picture but it looks as if it might be compacted and low in organic matter, kind of dusty.
Doncaster, South Yorkshire. Soil type: sandy, well-drained
  • Gets plenty of sun, the soil is heavy clay

Do the leaves appear to be stunted? This can be caused by drift from herbicide?
I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.
  • The leaves seem to be really small and not many
  • Feed it well rotted manure and lots of mulch consider mycorrhizal fungi.
You could try to stimulate growth lower down by scarring just above a growth node, this stimulates shoots lower down then the spindly upper branches can be pruned off..
if that doesn't work cut it back in Winter and move it.
