Is this a sucker should I cut it? Thank you in advance.

    Welcome to the forum.
    It's a bit tricky to see from the photo (or my glasses need replacing) but it certainly looks more leggy than the rest of the rose. If it is growing from below the graft then it will be a sucker. If this is the case then nip it off.
