Plant problem

My alstroemeria was in a large pot in greenhouse over winter nut has not come up. I tipped it out & the tumers are still there. Should I put them in a smaller pot to get them going again?

    @richard.turner66 It would seem it is just about hanging on. Are the roots  white/cream? Is there any top growth at all? Roots can also become congested in a pot. Personally I think you have very little to loose.
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.
