Blackleg? Grey patches near the stems on some young leaves. They're pink fir apple in tubs.

Hi, does blackleg look like this?

    Hard to tell that looks more fungal to me. As you may know blackleg is a bacterial infection
     If it is blackleg I'm afraid there's not much you can do about.

    A bit of googling I thought it might be leafroll virus. I couldn't find a fungus that colours just the stem bases - the base of the newer leaves where they meet the stem are greyish - but purple top does.
    But anyway, what would be a good fungicide?

    Well, officially there are no fungicides available to amateurs for use on food crops.  That said it is still possible to obtain Dithane on the Internet, and there are recipes for making Bordeaux mixture as well. 
    If there is plenty of top growth,  then remove and dispose of the affected stems. Do not compost them.  Harvest as soon as the tubers are a usable size.
