What could this fly be on my spruce?

Please could someone help me identify what type of fly this could be resting on one of my spruce branches? 

Whatever it is, is it a bad thing for my spruce or should I be pleased it is taking an interest in my spruce?

    Looks like a sawfly to me. T he larvae are bad for roses. I don't know about spruce.
    In London. Keen but lazy.
