Piling up around base

I don't know what it's called, when you pile up soil around a plant stem to encourage higher roots, or plant it deeper.. can I do that with a leggy salvia greggii? It's looking like a small tree. Maybe I didn't plant the cutting deep enough, I don't know - it's a year old.

    I'd chop it back to encourage bushier growth.

    Lift it and replant.  :)
    If it's only that age, it won't mind being moved. If you think it'll flower, and you desperately want that, you could leave it until autumn.
    It's a place where beautiful isn't enough of a word....

    I cut mine back by two thirds in late spring … even cuttings taken the previous year. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    As @Dovefromabove says, the key is to prune them hard in the Spring, that ensures you get growth from lower down.

    It did get pruned, but there wasn't much to take - all the others are fine. Can I bury some of this stem?
