Honeysuckle diseased?

Hi Everyone, 

I've got a honeysuckle that looks diseased. Been using liquid seaweed and mulch on and off,  it looks like somethings got it. Should I just cut it back?

    I think it is more than likely due to the lack of water. They love lots of it!
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

    Would it likely come back or is it gone?
