Golden Celebration rose - prune now?

My rose was covered in flowers, its grown very tall and also has the dreaded black spot. I have sprayed, fed and new buds appearing but at very top of arching branches. Really its far too tall so can I cut back now? I did prune in March but its gone crazy. No photos sorry.

    When I dead headed my Golden Celebration I cut back the stems quite a bit. Mine also had black spot and I sprayed but now the new leaves have grown healthy.

    My Graham Thomas has grown very tall, thinking of either tying it along the fence or cutting it back. Not sure. What did you you? Maybe @Marlorena could advise, please.
