Rose bush suckers or not?

Please can someone advise if the picture with no buds is a sucker? Don't want to cut it off if not!

The leaves aren't like the ones with the bud, not glossy, longer shape.
Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.

Funny thing is it's growing off the main part of the bush right next to what we know is good with the buds on. I thought sucker grew from under the base below the earth surface? Also is it true that seven leaves rather than five is good indicator it's a sucker? Tha.ks for your knowledge guys and i will remove the offender! Someone told me that once removed you should seal where cut off with glue to stop it growing back?

The sucker photo shows the wild rose rootstock used in grafting roses.. it's the foliage and cane growth that is more reliable in identifying it, rather than the oft quoted 7 or 5 leaves..
I suspect you have planted the rose with the graft union above soil level.. the sucker has probably emanated from a point just on the graft, but just below the union.. these dormant buds are sometimes removed by the budder when grafting, but not always..

You should hold the rose by one hand, and pull the sucker off with the other.. there is no need for any seal treatment..  keep things simple, just pull it off if you haven't already done so, otherwise it will overtake your cultivar variety and kill it in the end..

Sorry it's taken a while to get back.. the above information I hope is useful for you, as well.. thank you..
