Stunted plants

I’ve noticed that some of my plants/seedlings just aren’t growing! 
First saw it in a long pot that has mint in it. It’s my ‘nursery’ pot too….I stick random seeds in it…orange, apple,  pepper just to see if it grows. About 5 weeks ago, some seedlings popped up. Grew to 0.5-1” tall….and stopped. Didn’t die, didn’t grow! 
Now I’ve got a cucumber, outdoors, it’s stayed at about 3” tall for a month! No change.
There’s also nasturtiums that would normally go mad when put out but that are just sitting there. 
They’re all in different mediums, places, pots etc.
I have noticed that other things…toms/courgette etc are growing but REALLY slowly. Bit miffed cos I splashed out on a peat free John innes no.3 & so had high hopes this year! 
A few other people have had similar with random plants.
Any ideas?

    Where are they situated? Is it just  plants in pots?
     Is it too dark/too cold/not enough feed?
    Everything in the soil is galloping here with the heat this month.

    If it's just things that you've planted in containers in the new compost, it could be the compost.
    Doncaster, South Yorkshire. Soil type: sandy, well-drained

    Agree @JennyJ we have found that compost is giving us very different growths.

    Thanks all! They’re mainly in sunny positions , but not all. They’re in different composts too.
