Help! Can I save this bush

Hi everyone,
I bought a property back in December with quite a big front and back garden. Previous owners were keen gardeners and I am trying to not let all that hard work go to waste.

At the front of the house we have a hedge which smells pretty bad a bit like urine. Anyway it seems that the hedge has got a disease. Do not have a clue what this is, how it could have happened or whether the hedge can be saved. See photos below. Any advice would be much appreciated.

It seems to be weather/climate related, because we never used to see it at all here where I am, but in the last couple of years of mild winters and hotter, drier conditions, it's been quite widespread, although not usually as bad as that. Most shrubs just have a bit of damage and the rest of the shrub is fine.
I don't think there's a lot you can do other than cutting it back and hoping it re grows new foliage and recovers. My sister, who lives further east than me, used to get it occasionally, and that worked well. I don't think she did anything else.
It seems to be quite common now, and others may have a solution for you.
