Pods from Garlic

A while ago I posted about digging up onions from my Allotment, turns out they were actually elephant garlic... I saw these little things that were on the bottom at the sides, can they be used for anything?

Plant them to turn into bulbs for next Autumn so the gardening book I have says. Tried this last year without any luck. That is why elephant garlic bulbs are expensive as it takes 2 years to grow into bulbs.
