    Veg itself doesn't attract rats - it's food they like that attracts them, and that would be grain [that's why they like bird food] maybe bread too, or meat of some kind - cooked or raw. They like potatoes, but that's about it as far as veg is concerned. 
    If veg was a really big attraction for them, no one would easily be able to have a compost bin  :)
    You can even just store cuttings and clippings in bin bags and let them break down. That might be easier if you don't have much room. 

    The other problem with cutting up stuff and just leaving it lying around plants is that it can blow away. 
    It's a place where beautiful isn't enough of a word....

    Do you have room for a small tumbler compost bin? They have a relatively small footprint and, because you tumble the contents, you don't need to turn them and only need to have one. I believe they produce compost quite quickly.
