Honeysuckles

My new honeysuckles have mildew I've sprayed them with neem  the tops of the plants are getting full but the bottoms are kind of spindly is this normal

    Neem will not prevent/cure powdery mildew … the plant needs improved growing conditions. 

    Honeysuckles need lots of moisture in a cool deep shady rootrun … and their heads in the sun. 

    It sounds as if your honeysuckles have been stressed by warm dry conditions at the roots, and this makes them susceptible to powdery mildew. 

    Give your honeysuckles a bucket full of water each, poured gently over the soil at the roots so that it soaks right down deep, every other day for a week … then repeat 2 to 3 times a week depending on the weather conditions.
