Bee or Wasp?

Hello, I noticed a hole in the pot and pile of freshly cut leaves on the side and this bee/wasp appeared with cut leaf and entered in the hole. 
First time I saw this strange behaviour making hole in soil and cut leaves etc.
Wondering what is it bee or WASP?   Children often play  in the garden  so bit worried.
Advice and information please.

    The pic is a bit fuzzy but from your description I would guess it's a leafcutter bee.
    I wouldn't be concerned either way, to be honest, wasps at this time of year are no trouble if you don't provoke them.

    That’s a leaf cutter bee.

    wasps at this time of year are no trouble if you don't provoke them.
    Children are forever, not just for this time of the year.   Wasps Ihave found are easy to provoke, you just have to stand on their flight path.

    Children need to learn how to avoid provoking them. I have hornets in my garden - fascinating animals that are entirely docile almost all of the time. I have been stung by both bees and wasps, but not for just standing still. Perhaps you have a particularly annoying way of standing in the way?

    I have been stung for just standing still, several times. including right in the middle of my back while sunbathing.
    It's a bee and a solitary bee as well so even if it were to sting it is just the one, not anything to worry about like an entire nest full of wasps.
