Cherry Tree Demise ??

My Cherry tree should have plenty of leaf growth by now and is usually trailing on the ground by now but this year there has been nothing like anything green. This sort of growth happened on a Cherry tree some years ago and i am wondering if this is a repeat of the previous problem. The one pictured is the second one and has been planted in the same location as the first. I have also attached pictures of the crown of the tree showing there are buds but no growth. Another picture shows two stems from the tree with the pith exposed and it seems to me that one of them may have an infection of some kind.

    I'm not sure that's a cherry tree....
    It looks like one of those Kilmarnock willows.

    The ground looks hideously dried out though, so either way, that'll be a factor. If it is one of those willows, they can't be allowed to dry out.
    It's a place where beautiful isn't enough of a word....



    I live in west central Scotland - not where that photo is...
