Spirea fungal infection?

I planted these a couple of months ago - magic carpet and plumtastic. They were the same size when planted, the magic carpet is failing to thrive. I've noticed the leaves look like this:
Can I save it? I have some rose fungicide but haven't used it yet because it's not bee friendly. The other spirea has started to develop some of the powdery patches, and a few black spots too. I have probably over watered them because we haven't had rain for so long. Watered once a day
