Poorly cordylines

I lost many red and green cordylines as a result of the freezing weather in December 2022. As recommended I've cut trunk down to approx 4 inches from ground, there are shoots growing from sides, should I leave them to grow or do I need to remove them and plant them up?

I would leave them alone for at least a year. I'm also assuming that each shoot is growing directly from the central stem so I don't know if dividing is actually possible??

Leave them to grow - it's what they do when the main trunk has been lost due to the weather.  You will end up with a multi stemmed plant eventually but if you want to restrict it to say 3 stems for eg, then you can remove the extra shoots and keep an eye on it and remove extra shoots before they become too big.
