What weed?

Can someone identify this weed please?  It's all over my vegetable garden. My own fault, a couple of seedlings arrived in the garden and i erroneously identified them as poached egg plant, which i really wanted to encourage.  Big mistake.  I am now trying to hand weed every last patch and seedling to try to eradicate.  The weed hugs the ground until it puts up flower shoots when it reaches 6 - 8 inches.  The flowers are insignificant, from memory  a whitish green, but I don't intend to let any flower this year.  Is it an annual, in which case hoeing might work?
