Rose leaves are crumbling

hello, I have 2 rose bushes which are very sentimental, it’s been hot here in Kent, over the past 2 days I have watered them but the leaves just crumble in my hand
any advice welcome as I would like to save them

Those do not look like healthy plants. They should by now be covered in leaves and buds but with so little new growth and so many old, dead stems, it looks as though they have reached the end of the road. You could try taking cuttings from any stems that are still viable but there is no guarantee they will take. https://www.gardenersworld.com/how-to/grow-plants/how-to-take-rose-cuttings/

Sadly a great many plants do not last for as long as we would like which makes the loss of those with sentimental value especially hard to take. Should you wish to replace the roses you would be advised to replace the soil or plant them in another place as roses are prone to replant disease. https://www.rhs.org.uk/prevention-protection/replant-disease
