Tree not looking to good

Hi all
Hope your all enjoying this lovely sunshine..
Wondered olif anyone can help me please.
We have a blossom tree in front garden that flowers in spring and is lovely until we get the first bit of wind then all the lovely petals are blew off...
The problem is that it didn't blosson as good this year and now most the leaves have fallen off ,looks like they have rust spots on them and not sure if always like this but grey spots on branches...
There's also a few bits of leave that have clung together and turned black...
Tree is nearly bare now and don't look to be getting any better as normally flourishing with loads of dense leaf by now..
I have included some pics....I have been spraying with a bit of vinegar & washing up liquid last few days...to see if that helps...can see some webing on Tree but unsure if that is the problem...
Any help is very much appreciated...
We have also had grain the Internet company just outside digging path up,not sure of that's anything to do with it but thought I'd mention it...

    Agreed - it looks like a tree under stress - probably needs a lot more to drink.

    This also seems to be a bad year for fungal diseases in my garden (mid-Suffolk). We had the extremes of weather last year (temps up to 40C, nearly a year without any 'proper' rain and a prolonged cold snap in December).

    We've also had a very wet Nov and Dec, an exceptionally dry Jan and Feb and an exceptionally wet Mar and April. We've now had no rain at all for 6 weeks. No wonder  shrubs and trees are stressed beyond belief and prey to all sorts of diseases etc.

    So I think your tree is thirsty and also possibly suffering with a fungal disease. I would give it a good drink and, when it shows some signs of recovery maybe give it a foliar spray of liquid seaweed. Keep on top of watering and give it a foliar feed every 4-6 weeks.

    I'd also stop spraying it with vinegar. Vinegar (acetic or ethanoic acid) seems to be the main ingredient in many of the new non-glyphosate weedkillers. I don't you'd kill your tree but I can't think it's doing it much good either...

    If there is webbing or areas like cotton wool, this suggests aphid activity but you can just pick or scrub those off.

    To be fair they slabs have always been there and never had a problem..
    But however I did not water at all this year and last few years iv watered in spring so could be right.

    Thank you so much for your help.
    I have now been giving a good water every night and seems to look a bit better already...
    You could be right also as I normaly water it in spring but never this year so could be lack of water..
    I will go by your advice and spray with seaweed spray...is it only seaweed or is it mixed with another feed please?
