One lavender plant not flowering

Hello - looking for any thoughts and tips as to why I have one lavender plant (out of ten) not budding/flowering. 

Plants are in full sun and well-draining soil. Used John Innes no.2 mixed with 30% grit. Bottom of planter is gravel. 

Anyone know why I have one unhappy plant? Quite new to gardening so a bit stumped!

    Welcome to the forum.
    It looks as though you have only recently planted the lavenders, or you are a very tidy person who keeps the gravel clean and free of detritus. Sometimes a plant will take a bit longer to establish in a new place and won't catch up until the following year. That could be the case with your flower-free lavender. It should follow the rules eventually.
