Is that a current photo? If so its not completely dead but heavily infested.  It looks like the tree got a severe lollipopping at some point. It is now trying to grow back and putting energy into that rather than fruit.  Prune all new shoots back to three buds in August. Do not winter prune this year and it should flower next Spring.

  • Yes photo dosent do it justice how bad it looks just got worse each year.the tree has always leaned to one side for more than 8 years or more.even though we have treated it it has sml white bugs n stuff on it.im not a gardener so didnt realy know if it had a disease with it hapening for past few years .
  • I was thinking it had a disease even the new leaves start off nice then get black spots and start curling .its done this for few years so the apples that grew last year were odd shaped and had spots on them but only had few apples.it did flower alot in the spring but didnt develop
