I would leave it for now but, come the autumn when it starts going dormant, I'd lift the rose and pot it up while it grows on a bit more or else plant it somewhere else.
I start all my new roses in pots now, whether bought bare root, potted or from cuttings because I can nurture them along while they grow a strong root system. They can then cope better with life out in th eborders.
