Penstemon maybe.

Please can anyone give positive id on this tiny /miniscule  delightful plant.
Only 2" to 3" tall.
Seen in a friends garden. Rose was the gardener..now sadly dead. Plant names not recorded.
Nearest I can get is Penstemon davidsonii..but never seen it before.
Would appreciate 2nd opinion.

    Could well be. The short staminode should be densely hairy and the anthers covered in white wool. The leaves should be entire ie no teeth in P.d. var davidsonii. P.d.var menziesii had very toothed leaves.
