White substance on my Ornamental Cherry

Can anyone tell me what these are on my onamental Cherry?

    Scale insect. You can usually scrub them off with a small brush, or even just with your hand.  :)
    It's a place where beautiful isn't enough of a word....



    I live in west central Scotland - not where that photo is...
